Authors who want to submit their manuscript to the editorial office of Jurnal Pembaharu Hukum should obey the writing guidelines. If the manuscript submitted is not appropriate with the guidelines or written in a different format, it will be rejected by editors before further reviewed. <p>Menurut paham negara Demokrasi modern, Partai Politik, Pemilihan Umum dan Badan Perwakilan Rakyat merupakan tiga institusi yang tidak dapat dipisahkan antara satu dengan yang lain. Setiap Partai Politik akan selalu berusaha untuk memperoleh dukungan rakyat yang besar pada saat Pemilihan Umum agar Badan Perwakilan Rakyat di dominasi oleh Partai Politik yang bersangkutan. Pada saat pemilu dijadikan manifestasi prinsip kedaulatan rakyat, maka mulai saat itulah rakyat diberikan kebebasan dalam menentukan calon-calon wakil rakyat yang tergabung dalam Partai Politik. Kehendak rakyat ialah dasar kekuasaan pemerintah. Kehendak itu akan dilahirkan dalam pemilihan-pemilihan berkala dan jujur yang dilakukan dalam pemilihan umum dan berkesamaan atas pengaturan suara yang rahasia, dengan cara pemungutan suara yang bebas dan yang sederajat dengan itu. Dengan demikian kebebasan, kejujuran, rahasia dan berkesamaan merupakan hal yang esensial dalam penyelenggaraan pemilu.</p>
